Note that the CV-89, like most tube-type converters is loop polarity
sensitive. The output is a pair of switching tubes that conduct POSITIVE
voltage to ground for marking. So your loop MINUS supply must be grounded.
You can't just stick this converter anywhere in the loop like many solid
state designs (which have opto-isolated switching transistors in a diode
bridge).
