[GreenKeys] RTTY Roundup Electromechanical Overlay for 2019

I am disappointed as it appears that the 2019 ARRL RTTY Roundup Contest Rules do not reference an Electromechanical Overlay. Is this an oversight?   If not, let me note that there was very little promotion of the Overlay other than via Greenkeys AND there was no mention of the Overlay that I can find in the contest results printed in QST.
What happens if we submit our results for 2019 using the 2018 overlay?  Do we get ignored?
Finally, I never received my plaque that W5DT sponsored.  What happened there???
