It is a Teletype M35 - an ASCII version of the M28 and a heavy-duty
replacement for the M33.
For some more pictures and and Don House's comments on a tabletop
version, see this Greenkeys posting of a few years ago:

Here is the table top 35KSR that I have...

I have not restored it yet, but it is in working condition. What
allows it to be table top is moving the bell from under the unit, to
a bracket that is in the far back left corner.

The only actual table top Model 35s I am aware of were the
M35 KTR (Keyboard Typing Reperforator) and M35 KTP (Keyboard Tape
Printer)
The Model 35 KSR was also offered as a rack mounted unit for use in
central offices
However the base was not designed for table top use unless modified.
You can see the rails under the unit in the photo from my museum in
1999.
I put the plywood under it to set it on the filing cabinet.

The AWA Museum has a M35 (tabletop) perforator. When we first got it, I
didn't know much about the M35. It looked like a M28 KSR, but with only
a motor & perforator inside of it. I wondered why the label said
"M34/35" if it was made from M28 parts.
M34/35 tabletop perforator. (military M28 - TT-176 to left)
Have fun,
