Send FIGS before any figures character that is not immediately proceeded by another figures character, AND send LTRS before the first letter.  That way people both WITH and WITHOUT USOS will copy correctly.

For example:  [CR][CR][LF][LTRS]K[FIGS]6{LTRS]CCC IS ARRIVING AT [FIGS]7 {LTRS]O[FIGS]'[LTRS]CLOCK [FIGS]73 [FIGS]73 [LTRS]OM[CR][CR][LF]
