[GreenKeys] call control unit dial adjustment

Hi All -
Playing around w/ my ASR33 some more.  I finally found a telephone line simulator that makes the 101C modem happy (it's a Teltone TLS3A-01); the more popular Viking line simulators have terrible call tones (dial, ring tones), which make the 101C do strange things.  the Teltone unit sounds exactly like a real POTS line...  
Anyway, the unit is supposed to respond to pulse dialing, but, it doesn't recognize the pulses put out by my 33.  Looking at the pulse train, I see a perfect 10 pps rate, but the "make" time is only 28 msec.  From what I've been able to gather from google, this is supposed to be more like 40-60 msec.  Does anyone know if this adjustable on the dial mechanism somehow?  
Alternatively, does anyone know what mfr teletype used for a dial mechanism?  Since this machine was made in the 70's, I'd assume it's a WeCo product, but I haven't dug into it yet.  
The good news is the call control unit and the 101C seem to function just fine, with the exception of not being able to "dial out."
