I was going to suggest it might have been for a directory, 
such as codes, abbreviations, or a telex directory (though 
I'm not sure if M15s were ever used on Telex) ... 

But in the photo I see there are two small sections and a 
bigger section, so maybe the pens/pencils and notepad 
might be a more appropriate guess.
