While the HF dollie wheels do not lock, I have bought some on sale and taken the wheels off an put them on a piece of plywood.  Seems that it is cheaper to get wheels that way.

 

The 28 RO I got from Nick was done that way.  I did take 2 pieces of angle iron and put one  on each side on the inside of the cabinet and put a couple of selftapping screws in the cabinet to hold the 28 in place where it would not come off the dollie when I push it around.

Harbor Fright sells some cheep but decent dollies that would work great for a foundation.

Their selection of wheels is over the top as well.....probably even some with locking brakes.

Let us have a look at your finished project!
