Yes there was an ARPE (specification dated 1953) but probably never went
into production.
The BRPE manual 215B has a 1952 copyright date, although I only have a copy
of the 1965 version.

The BRPE was used in large torn tape relay centers to make copies of tapes
- in a process called message segregation, an incoming message with
multiple addresses would be duplicated so there was a tape for each
outgoing channel, You can see some BRPEs in this photo from NAVCOMMSTA
Greece - the BRPEs are wall mounted above the tape readers (transmitters).

This assemblage of tape punches was sometimes called a "tape factory" - the
AN/FGC-73 message routing system had up to 20 BRPE punches running
simultaneously at 850wpm.

The BRPE was also commonly used in typesetting applications (6-level tape).
The BRPE was a computer peripheral before mag tape was affordable (8-level).
Probably part of CNC tape generation systems?
And finally it was part of the high-speed tape-to-tape transmission systems.
