[GreenKeys] TEMPEST Bell System TD?

I have a TEMPEST TD. It mostly looks like an LXD4 and has a Bell "28H"
model number rather than a military or Teletype ID. But the transmitter
contact box and separate cable/connector are double-shielded TEMPEST. The
transmitter contacts don't go to the usual 36 point connector.

This TD is mounted on an LCXB13 base and came out of a 28ASR cabinet that
is painted light gray like all the USN gear I have. It also had TEMPEST
cable/connectors for reperf, keyboard, and printer (but those items were
missing when I got the cabinet).

Weird - Did some 3-letter agencies have Bell equipment? Who in their right
mind would replace the usual transmitter box in an LXD4 with this TEMPEST
box/cable/connector??
