Felt is widely available new. You can buy it in sheet form. Various grades of felt can be had from many sources. Look on the McMaster-Carr web site for industrial felt.

I admit, I've used a different source. I have an old high quality felt hat. When I need felt, I start cutting.
To cut felt washers, i've use thin-wall brass tubing with a sharpened edge. Twist the tubing against a block of wood with the felt between to cut out a perfect circle the diameter of the tube. An Xacto knife works well for straight line cuts. Compress the felt against a block of wood with a steel ruler, then stroke the knife against the edge of the ruler, making multiple light passes.
Complicated shapes are a real nuisance.
