Just speculation on my part, but if you multiply 60 by 7.42/8.42 you
get about 53, and if you multiply 75 by 7.42/8.42 you get about 66.
The speculation here is that the bit durations are the same for 5 level
or 7.42 unit code and for 6 level or 8.42 code.  So the extra bit slows
60 wpm down to 53 and 75 wpm down to 66.
