[GreenKeys] BSP vs TC - not the same??

I had assumed that BSP 573-127-700 (AT&T issue) would be the same as
573-127-700TC (Teletype issue) with sometimes a slight difference in dates.
But I see
573-127-700TC Issue 1 of October 1968
BSP 573-127-700 Issue 3 of November 1963
So Issue 3 came out 5 years before Issue 1 ????

My worldview is shattered....
