[GreenKeys] DIY loop supply?

Paul,
Overkill for a loop supply, but nice to have as a general purpose,
adjustable, HV supply.
I would add a fuse and use neons for the indicator lamps, with the HV
lamp wired directly to the HV output. Also, the current meter is not
going to be any more accurate than the 1 ohm shunt resistor, so it
should be 5% or better.
