You could also on tip and ring if you unplug one end of the cord and leave
the other in plugged into the circuit. Same thing that can happen on a tip
and sleeve.

I really don't like the use of tip/sleeve connectors for this purpose. You
could end up with 100 volts on the sleeve making it pretty easy to get a
shock. I built my own patch boxes using 1/4 inch TRS jacks with shorting
switches. When nothing is plugged in, the tip and ring are shorted together.
