Have you unwound some of the tape to see 
if the top layer maybe got ripped off at 
the end?    It sounds like you have 2 paper 
layers and a carbon layer, so further into 
the real it would seem like the carbon should 
be between the two paper layers. 

My guess would be that one paper layer was 
gummed and the other not, so the top layer 
could be ripped off and pasted to a telegram 
form and the second layer would provide an 
'archive' of the traffic received. 

I've never seen roll tape like that, but it would 
make sense from an administrative aspect -- 
especially for military traffic.
