Tom,
The fact that you need to set the Range Control to the high end when
receiving ITTY (60wpm) implies that your machine is 66 WPM. (Also, TWX
was originally an European system and their standard was 66WPM).
These TTYs were designed to operate with a lot of distortion to the
signal. The Range Control is to allow the machine to sense the pulses at
the point of minimum distortion. If you are going to be using your
machine on short loops (measured in feet, not miles) you will have very
little distortion to deal with. The Range Control can then be used for
minor (+/- 15%) speed differences. To copy a slower speed, set the Range
Control higher than normal, to copy a faster speed, set the Range
Control lower than normal. The Range Control should always be adjusted
on the signal you are trying to copy.
You need to decide what speed you want to copy. But you don't want to
have to change gears whenever you want to switch between ITTY and
I-TELEX, so the range control is the simplest way to cover both 60 & 66 WPM.
