[GreenKeys] Model 32ASR - won't type in "Local" ... but will locally type when turning rotary dialer

I believe that is normal.  Wayne is the expert on 32's and will chime in 
but from his advice to me, what you are seeing is normal.  If you wedge 
a pencil or something else to keep the dial turned clockwise you will be 
able to type in Local mode.
