It is clearly a teleprinter distortion measuring test set. 
Not the most sophisticated among what was used in the 
past, but probably basically good -- these are especially 
good for testing timing on keyboard contacts, TDs, etc. 
to make sure the speed is correct and contacts open and 
close at the proper times.
