I've lived in two countries where the apartments and houses typically all had three phase service,240VAC phase to neutral, 415VAC phase to phase.
In the last house I've in, the only three phase loads were the three air conditioning units for the house. I don't remember any three phase loads in the apartments, for all of the air conditionerswhere individual room split units.
One interesting tidbit is that the stove we had was a US manufactured unit. Because in the United States, there is 120VAC phase to neutral, the 120VAC was there for the controlcircuit. For the export version we had, the 120VAC for the control circuit was derived from anautotransformer which stepped down the 240 to 120.

Voltage is supplied between an active line and a neutral, with the neutral also being earth bonded at the switchboard.
Pulling current from any pin to ground will trip a safety element called a Residual Current Device (RCD) - That's what protects kids from sticking forks into toasters..
We also have 415 volts available in domestic homes if they have all three phases pulled into the house, measured between the phases.
