Can you connect an XY scope to the scope outputs? That will show what is
coming out of the tone filters. The manual says the input only needs to be
10 mV, so I suspect the cellphone output is sufficient. The TRRS connector
used on cellphones is a bit different. Perhaps it is not wired correctly.

With the scope connected, you should see a pattern like that at
https://w6iwi.org/rtty/tu170/ where, typically, horizontal is mark, and
vertical is space (but that may be reversed).
