Interesting.  I never realized they marketed them as separate services.  
Having seen documents for 5 to 8 level and 8 to 5 level converters, I 
had assume it was one integrated system after the purchase.  Maybe it 
did morph into that later?  I had no reason to pay much attention during 
that period of my existence.

I thoroughly examined the M28 TWX machine in the TV station lobby in the 
era before the WU purchase.  I thought the answer back on it was truly 
amazing.
