I have no knowledge of existing conventions for this, but the Baudot sequence
A E G S A E G S
will make something resembling >> in punches on the tape.  Put this before the leader and it's almost as good as having the tape pre-printed with arrows indicating which way the tape is supposed to move.

If you're in the 7-bit world of ASR-33 land, try (for the same reason) try
Control-H Control-P $ B Control-H Control-P $ B
to get a similar >> punched.
