The FCC has an Experimental radio service to handle the needs of businesses,
educational institutions and individuals that need to radiate RF but don't
fit into any of the other services. Usually, you are trying to develop a
product or explore a concept.
The application to the FCC is fairly detailed, and requires that you explain
what you want to do, why it can't be done under another service and so
forth. You must specify frequencies, power levels, antennas and emission
types. The application fee is $50.00.
Most Experimental operation does not involve two-way communication, and you
are limited to 2-way comms with Experimental service licensees only.
Experimental to Amateur is forbidden.
