I concur wholeheartedly with Dale's advice (and with Steve's comments, if I
understand them correctly). There's really no point in going with a 5/8
wave antenna over a 1/4 wave under these rules. After all, a maximum field
of 10mv/m at 30 meters is a maximum field strength of 10 mv/m, regardless of
the antenna gain. More gain means you have to use less input power to the
antenna to remain legal. Better to stick with something that's mechanically
more practical.
The vertical radiation characteristics of a 5/8 won't be much of a benefit,
either. Within the limits of the rules, there's no significant direct-wave
coverage compared to skywave reflections, so you don't affect the first skip
zone distance enough to bother with it.
