	That seems like an awfully awkward way to state that they're upping the
limit by EXACTLY 2 dB.  Why not 16,000?  Silly and probably represents
some bureaucrat converting with a ridiculous number of significant
figures similar to what we now see with English/metric and
metric/English conversions.  One I see frequently in IEEE publications
is a reference to a "5.08cm x 1010.16cm" bar, which was probably a
reference to aq "2x4" which hasn't been 2" x 4" in recorded memory! 
Stupid editors probably prevail these days.  (I'm fighting with one now,
hence the harangue.)
