[Lowfer] WOLF Puzzle

The old wolf tamer has a puzzle on his hands. While in Maine this weekend
(without a working phone), I made many recordings of TAG in WOLF mode.
During this time, Jay and Lloyd reported good reception. While I could see
the WOLF signal on an Argo 10 second screen, there was NO way that I could
decode any of the files.

I used my regular receiver from home, and a never-been-used-for-WOLF
computer. The sampling rate was properly determined using Loran-C, a method
that has always worked well for me. The computer was an old Compaq 300 MHz
Celeron that has always seemed unusually slow, and the on-board sound is a
lot more noisy than the SB PCI-512 cards at home. But the thing did record
and decode the various Loran calibration files OK. Concrete does set a lot
faster than that thing can decode a half hour of WOLF, but it does seem to
work.

I'm stumped. I looked all around the receiver's 250 Hz passband, and could
find no substantial interfering signals. The fact that I could SEE the Wolf
signal was especially irritating! I brought several .WAV files home, and
while I can crunch them a lot more quickly, there's no joy in Mudville.

Anyone want to make a guess?
