Hi,

This is the method (b) I'm currently using -- my active whip is attached 
to 
one end of a 22' steel pole, 2' of which is in the ground.  When I built 
the whip I brought the ground outside ... there is a ground screw near the 
bnc connector.  This antenna ground is attached to the pole which, as I 
said, has it's lower 2' in the earth.

What do you guys think?
