	Here in California the term scofflaw has no meaning at all.  Illegal
aliens are now called "immigrants" and have been granted the right to
get driver's licenses, purchase guns, and pay in-state tuition at the
colleges and universities where they are granted special admission
priviliges because of their backgrounds!  So, the illegal aliens are now
favored citizens.
