[Lowfer] Lost HiFER found!

I can still see a trace of it here now at 13562.667, too weak to hear but
with ARGO QRSS3 it appears as about 7 horizontal lines when strong and 3 or
4 lines when weak (modulation products only, no carrier). It is running a
bit over 1mw into a makeshift groundplane. I would think it would be
exceedingly hard to copy in San Gabriel, but I hope you do.
