[Lowfer] Does 2 db make more than a slight difference??

Where the human eye-brain or ear-brain interfaces are involved, only long
statistical averaging of many, many samples is likely to arrive at an answer
regarding how much difference 2 dB makes. But to a machine, it can make all
the difference in the world. Just consider the cliff edge effect in digital
TV.
But I have one very big question: Where does this 2 dB figure come
from?????
I keep seeing it referenced in various threads, and one of Bob's recent
posts leads me to believe it has something to do with the forthcoming FCC
rule change affecting HiFERs.
But according to my calculator, 15,848 uV/m at 30 meters is 58% more
received voltage, or 2.512 times our present permissible radiated power;
which, in turn, is no less than a 3.999 dB improvement! (Call it 4 dB for
the sake of nice round numbers.)
Surely nobody plans to turn up their noses at that kind of boost. Even at
today's energy prices, it's not likely to bankrupt anyone's household
budget. (g)
