Hi Kurt

figure this,, a lite bulb generates heat and light
a resistor connected to Battery only generates heat. 
If you took a 2 watt resistor and set the value to
allow it to draw 1.5 watt ( allows for the life of the resistor )
that would be all heat. Depending on how well you insolate 
your circuit that may be all you need to control it. I would probably
look to a total of 5 watt in a combination of resistors and run it at 3
to 4
watts. Put B+ on it and measure the temp in your insulated container
