John:
To a Brit or European, what we call an open end wrench, they call a spanner. In the US, the word refers to an entirely different tool, which is difficult to describe. Essentially it is two pins of a certain diameter, mounted into two pivoting plates which allow the spacing to be set, and a third piece which is the handle. A typical application would be a gear with two holes in it, 180 degrees apart. The tool would hold the gear from turning. I suggest Googling the term for a photo or drawing which will be a lot clearer than my foolish attempt at words.
