Clete,

The SCR-291 covered 1.5-30 MC.  

The requirement I quoted for OUTCONUS aircraft to carry BC-348-H or later 
was, I assume, to be able to receive LF/MF (unfortunately, 200-500 KC splits the 
two - 500 KC is MF, not LF) tower transmissions.  I don't have a copy of the 
earlier message referred to.
