[Milsurplus] info needed, radar test set or?

hi all,
        i have a test set that i need info on .
its a TS-403B/U part of a URM-61A ,as this signal generator goes from
1,800 mc to 4,000 mc  ,would it have been used to test radar?
and does anybody have a tm for it?
