A good "real" paint store should be able to use the RAL number to mix the paint if you want the color to be the same as when new. If you want it to match the paint as it now exists on the panel then I would NOT use Lowe's or Home Depot to match the color. You will be much better off going to a good paint store like Sherwin-Williams and having them match the paint.
I have paint for "boat anchor" equipment matched at Sherwin-Williams all the time and, so far, the color has been "right on".
Now most paint stores, and definitely not Lowe's or Home Depot, do not have the capability of putting the paint in spray cans. A very few do, but the vast majority do not. You generally will have to use some sort of spray rig to paint. Now there are some fairly low priced (like around $15) systems available which can be used to apply the paint. Those definitely are not intended for using very often, but, a pretty good job can be done with them if you are very careful. Of course, the same thing is true with spray cans.
I use acrylic paint in a "satin" finish. Acrylic paint is water based but "cures" to a very hard finish. It "dries to the touch" in just a few minutes. But, it normally takes between 48 and 72 hours to fully "cure" and become hard.

IMO, you might be better off taking a panel to a Home Depot or Lowes. They
have computer aided matching machines.
The original paint may well have faded or changed color over the years.
