[Spooks] Misplaced HM01 on 03/21/16 @ 05 UT (usually 5855 KHz)

Wow, very interesting.  It it hard finding the logic of it.  Must be a test
of some sort as it does not fit what would be used as a cipher.  In the
examples that you gave were they actual?  In 83549, the "549" is common to
both numbers only shifted over in 54980.
