I learned this in the late 80's and carry batteries or locate an outlet in a 
bathroom, garden, pic-nic area, et cetera.  I always ask if an item works. 
If they say "yes", I ask if I can test it.  99 out of 100 times, a seller 
does not have a problem with this, some even ask me to demonstrate to other 
potential buyers that other items work.  If they don't, or say "no", or get 
flakey, all the while insisting it works, I don't purchase the item unless 
it's something I plan to fix or use for parts anyway.  By the early 90's, I 
set up a booth, "Test Before You Buy, $1"
