[1000mp] 1000MP Problems turning on....

Hi Guys, I have the difficult task of liquidating my friends estate as he
has become a SK. I have a 1000MP that is in mint condition but has a
problem turning on. If you push the power button it will turn on and all is
well, but if you turn it off a couple of minutes later it will not turn on.
You hear a relay trying to latch but it just chatters and the radio beeps.
If you wait awhile it will turn on OK and if you do not turn it off it work
fine.
What I need to know if this is something that is common and what it would
cost to repair. I have someone who will buy the radio minus the cost to have
it repaired. If anyone could help me out on what to ask for it. There are no
optional filters or TCXO installed, but I do have the SP8.
