Postal Regulations exists on the USPS web site John. To say the least,
it is not great reading being written in legalese that was banned many
moons back so we could understand what the regulations say. That aside
Postal Inspectors are some of the most feared people in law
enforcement.
They have a different set of rules, who though everyone was equal, and
in their hand is proof you violated the law should they show up on your
doorstep. In addition to that what they enforce is administrative law
not criminal law, where again there is a different set of rules. Some
refer to the rules at the 51% law and is they kind of thing every
government agency enforces until they find you did something criminal.
Then it is time for the U.S. Marshalls. Every agent of the Federal
Government looks hard for one criminal violation.
You don't want in front of Administrative Law judges. They can be
arbitrary and you spend lots of money on lawyers to fight them all the
way to the top of the agency's law ladder only to loose. If you loose
and have the money or time you then appeal to the Federal District Court
and start that process.
This is clear evidence the congress has abdicated its responsibility
toward the public but what is someone to do. Take the most restrictive
view possible and follow it. Magazines are not Media Mail.
