[GreenKeys] Heavy Metal

OK - since things are slow, here's the short version of the latest theory:

I screwed up, and Heavy Metal is broken for COM4: users.

The longer version:

I must have used a bogus list of port addresses for Windows, and coded
COM4: as 0x3e0.  From a quick search at Google, I think I should have used
0x2e8.  As it turns out, I have COM6: at 0x2e8, so Paul is going to try
this out this evening.

I think the failure mode for this is consistent with what Paul is seeing.
I only use the direct port address when going behind Windows' back to fiddle
with the odd baud rate setting that we need for Teletype machines.  All
regular traffic to the port goes through more standard mechanisms.  So,
the baud rate settings are getting dropped on the floor so Paul is seeing
an echo with whatever (likely high) speed the uart is set to.
