The 28 distributor is used to convert parallel input to serial so it can be sent
to a TTY. They were used in the early days of "data processing" and in
telephone company Central Offices a lot.  The same gadget was used on Model 28ASR
TD bases and on 28 Sequence Selector bases...same use: convert parallel code
to serial.  In these cases, a 5-pole stepper relay would be coded for TTY characters
and the distrubutor would read/send the codes as the relay stepped.
