Unfortunately those machines are scrap contract items which DRMO in its 
stupidity has declared must be "mutilated" beyond recognition either before 
removal or at the successful bidder's site, under government supervision.

What pretty typically happens is that these lots are bought by fools who 
badly miscalculate and pay more than the spot price for clean "ingot" 
metals, who then haul it all back to their "yard" somewhere and have a bunch 
of illegal aliens working for cash, stripping and separating the materials 
and burning off the non-metallic components.  Eventually they figure out 
it's a lost cause and skip town, leaving their "yard" as an EPA Superfund 
site to be cleaned up by the taxpayers.  That's the way it frequently worked 
out in California when I was in the business a number of years ago.
