Somebody screwed up. Teletypes are not on the U.S. Munitions List,
and do not need to be "demilitarized". See

     http://www.dtic.mil/whs/directives/corres/html/416021m1.htm

The actual seller is the Tobyhanna U.S. Army Depot.

The equipment can be seen by appointment at

11 Hap Arnold Boulevard
Bldg. 99
Tobyhanna, PA 18466
1 (570) 894-0686

Tuesday through Thursday 7:30 a.m. to 2:15 p.m. US citizens only.
Requires current state driver's license and/or ID for all occupants,
vehicle registration and proof of insurance.

There was a flap last year amongst the gun nuts when Government
Liquidation, Inc (not DoD) decided that all expended brass
cartridges had to be "de-milled". The reloading community had
a cow. See

http://www.thefirearmblog.com/blog/2009/03/18/dod-brass-ban-lifted/

    They got that reversed.

There's a DoD unit which handles demil decision challenges. See

http://www.dlis.dla.mil/demil/demil_coding.asp

and look for "Demil challenge team".

The main problem here is that it may be necessary to take all
42,000 pounds of stuff and sell off all that cable to a scrap
dealer.
