Had not realized that, and I speak Python, and would urge others to look at
it.  

So what kind of  utility (possibly update of some old clunker) needs to
written (rewritten) to run on modern windoz?

    Windows through Windows 7 will operate a classic serial port at 45 baud
5 bit just fine.  Here's the setup in Python:

self.ser = serial.Serial(port, baudrate=45, timeout=timeout,
                bytesize=serial.FIVEBITS,
                parity=serial.PARITY_NONE,
                stopbits=serial.STOPBITS_ONE_POINT_FIVE)

Windows 2000 through Windows 7 will work.  Linux doesn't handle non-standard
baud rates properly for historical reasons (it didn't work on the PDP-11).
