[GreenKeys] Model 28 Ribbon Winder Adjustment

One of my 28s has a problem with the left (facing
the machine) ribbon mechanism:

It winds fine - but when it unwinds, well before
it reaches the end-of-ribbon button (the thing on
the ribbon that signals the end of the ribbon is
near) it reverses. If I push the sensor on the
right side ribbon winder, it will switch back
and go for one or two more turns of the spool, and then the
left side will switch back to "winding" mode.
The less ribbon left on the left spool, the sooner
it switches back.

It doesn't appear to be a problem with the ribbon
because I swapped-out the ribbon and that still happens.

Any ideas as to what to look for?
