This may happen if your sound card (or chip) driver implements the AC97 standard.
In Windows 98 (Control Panel | Multimedia | Audio | Advanced Properties | Performances), 
there is adjustment "Sample rate conversion quality"  slider that allows you 
to choose the compromise between speed and precision of the resampling. 
Usually the hardware samples at 48kHz, and the driver does a subsampling at the 
rate the program specified when opening the WMME interface.

If your PC is not severely CPU-constrained, it is better to set this control to 
the max quality.
