In some of the commercial XTAL ovens I have looked at they use transistors
to do the heating. I suppose the advantages are that they are cheaper than
resistors, easier to mount, and their gain can be used as part of that
needed in the circuit.
A 2N3055 would be good and cheap or even a 7805 regulator IC with the output
grounded. The regulator IC is made to withstand abuse and get hot.
