That was the frequency that Al (beacon operator) gave on 8/24/03.

I'd guess that either the beacon drifts or Al's frequency counter needs a
tweak. But you're right, an operator of a QRSS3 beacon should keep it within
+/- 50 Hz of the published frequency. The requirements for regular speed CW
are obviously much less.
