Found it. Looks to be from a 1936 Collins 30FXC transmitter.
Here's an old photo of one online at the CCA site:

And a description of the recessed meters:
"Two RF ammeters at the top were recessed from the front panel to
reduce shunt capacity across the transmission line for more efficient
operation at 30 MHz."
That picture isn't great and it lacks the tag, likely due to it being
an original prototype/pre-sales photo. This one from an original
brochure shows the tag placement:

Not sure what you intend to do with it, but if you're contemplating
using it for parts it might be worth listing it for sale first. These
transmitters are pretty scarce and there may be someone out there in
need of the tuning network. They used oddball tubes resulting in later
conversions or parting out for many.
