Yes this is Goffstown, NH's local government trunked system. They're mostly 
on Railroad frequencies w/forestry inputs. This frequency is listed from 
time-to-time as being available for Fire & Forest Fire licenseing by Local 
(State) Governments. And also used be available w/in so many miles of New 
York City for Fire departments (I believe North Hudson Regional FD uses).

At one point both Litchfield and Derry FD's in NH used this frequency for 
Pack-Rats.
